1. Use a Timed penalty box (like in hockey) instead of yellow and red cards. This will create instant reprecussion for fouls and eliminate the need to track which players have cards for the next match. The instant number disadvantage will increase goals.

2. MAKE refs use portable slow motion replay so they don’t influence games as much as they curretnly do. They are supposed to be unbiased. Too many bad calls make spectators not want to invest their hopes in this game.

I considered a “No offside” rule change, but I’m sure it will result in two clusters around each goal since it takes much less effort to kick the ball across the whole field than it does to dribble the ball all the way across. So it would end up being the goalies punting it back and forth while the players try to score off the long cross. So VETO.
